Why can't dogs remember that they bit you? (please read description)?

if dogs can remember their owners after many years, if they can remember how to respond to a certain command or where their food bowl is located then why do people say they cant remember that they bit you?this event should take priority over all memories or neural representations, an event so significant to its survival should remain in some form so the dog can avoid or peruse a mode of action next time when he or she is confronted with the same situation.
