Age discrimination laws?

How can certain jobs (like policemen, air traffic controllers, etc), have upper age limits for potential candidates and not violate federal age discrimination laws? For example, a candidate for becoming an ATC is around 30 years old (for FAA training), and our city police dept. upper age cutoff is 45. At 46, I would guess I am in better shape than 50% of the policemen around here.
