I am going to a part 147 school. I have a question about the far 147.21 where it says "The requiered Practical?

I am going to a part 147 school. I have a question about the far 147.21 where it says "The requiered Practical project must be completed" .. are there rules for the amount of time a teacher is required to give to finish the project. My teacher spends most of the time giving lessons and very little time to work, therefore resulting in most of his students to fail and not be FAA aplicant anymore.
