Does China's call for more representation for developing countries in international bodies have credibility?

considering the fact that they oppress the Chinese citizens and activists who want to have a say in the political mechanism of China and challenge CCP's monopoly over the governance of China. CCP despots routinely abduct and torture such people with no regard to due process of law. How can the CCP regime have any credibility to seek more voice for developing countries when they throttle their own people's voice for more representation?
