How can an American citizen become an air traffic controller in canada?

I am on the verge of graduation but the FAA academy is still about 6 months away, so my question is since all aviation is pretty much standardized thanks to ICAO, how could I get that job? I went onto nav canada's web site and it said I had to be a canadian citizen. Can I do this job with a work visa? Also in order to work in canada, i need a job offer from a canadian company, but to even apply, the nav canada site said I need at least a work visa. is there any way around this catch 22 canadian air traffic controllers?
